Create the Vision Celebrates First Anniversary
With List of Significant Accomplishments


It has been one year since the Centerville City Council and Washington Township Trustees adopted the Create the Vision Community Plan and now members of the Implementation Task Force have announced a list of significant accomplishments.

The community plan will guide development in Centerville and Washington Township for the next 20 years. A citizen committee developed the plan over 18 months. Once the city and township adopted the plan, an Implementation Task Force was appointed to monitor the progress.

To mark the first anniversary, Montgomery County Commissioners will present members of the Implementation Task Force with a proclamation during their meeting in Room 1001 of the County Administration Building, 451 West Third Street, in downtown Dayton. The presentation will take place at 1:30 p.m., Tuesday, June 28.

Heading the list of Create the Vision’s significant accomplishments is the appointment of a Project Manager, Angella Tapogna, and the appointment of a consultant — ACP-Visioning & Planning Ltd. Of Columbus — to draft a Unified Development Code. For Centerville, ACP is working on both commercial and residential zoning regulations. In Washington Township, ACP is working on commercial zoning regulations with the creation of conservation districts. ACP served as consultant to the 18-month planning process that guided the planning process for the community plan.

One of the roles of the Implementation Task Force is to identify cooperative ventures that impact the quality of life for residents in Centerville and Washington Township and determine the resources needed to implement them.

The entities that have worked together to implement the several cooperative ventures include the City of Centerville, Washington Township, Centerville City School District, Centerville-Washington Park District, Washington Centerville Public Library, Hithergreen Senior Center and the Centerville-Washington Township Historical Society.

Here are some of the significant accomplishments:

A survey to access the community’s interest in having adult education classes offered in Centerville and Washington Township was distributed to all residents in the August 2004 Town Crier and Township Quarterly with the Create the Vision logo. We received 182 responses to this survey. This response, though not the number necessary for a valid survey, does provide valuable information that was shared between the agencies for their use in future planning.

A Web-Based Community Calendar that bears the logos of the seven entities, Create the Vision and the Centerville-Washington Diversity Council has been created. Mike Scholle, Washington Township, has been appointed administrator. Each entity is responsible for keeping their information current. The cost is shared between the entities.

A two-page ad in the 2005 Discover Dayton magazine was developed for promoting the community. The cost was shared between the entities.

The Vietnam Memorial Wall will be brought to our community during the week of Veteran’s Day in November 2005. A sponsor and site have been identified. All entities will be involved in volunteer and fundraising activities, with the City of Centerville taking lead responsibility.

A plan for multi-use trails throughout Centerville and Washington Township was developed by a community task force and adopted by the City of Centerville, Washington Township and the Centerville-Washington Park District. Routes were identified throughout the community to connect favorite destination points and priorities were identified for implementing the plan. A committee to provide review and feedback to the entities is being formed now.

The Washington Township Recreation Center has formed a High School Recreation Council to recommend programming for this age group. A portion of the former Centerville Cinemas is being converted into a Teen Center next to the Recreation Center. The Township will work cooperatively with the Park District and Library to expand programs for teens.

Discussions have recently started concerning the entities joining together to coordinate a Community Fund Raiser for the benefit of the Centerville-Washington Foundation.

The city and township have agreed to bid selected public works projects together.

Development has proceeded at a brisk pace in both the city and township. City and township planners have Create the Vision guidelines in mind as projects come before them.

Here are some of the projects underway in Centerville and Washington Township:

Miami Valley Hospital plans a $73 million dollar out-patient facility that will employ 100 at the intersection of Clyo Road and Wilmington Pike.

Fire Station #44 is complete on Clyo road at Centerville Business Parkway and Fire Station #43 is nearing completion at State Route 48 and Social Row Road.

RETS Technical School is building an addition to expand its nursing program.

Reinvestment in downtown Centerville continues with the rehab of several historic homes and businesses. Most recently, Burnap Advertising and Doug Fisher Architect are converting Victorian homes along S. Main Street into their offices. The city and the township are preparing the site south of the old Twp. Hall for a public parking lot and creating a parcel where Panera Bread Co. will construct a new restaurant.

Several residential developments — Washington Trace, Weatherstone, Traditions at Yankee Street, Villages of Winding Creek, Saddle Creek, Enclave, Estates of Paragon and Paragon Place — are under construction.
