Centerville-Washington Township Seeking Part-Time Project Manager for Create the Vision

The City of Centerville and Washington Township are seeking to hire a project manager to work with Create the Vision’s Implementation Task Force.

Create the Vision was the name for the comprehensive community plan developed over a 17-month period by a citizen-based committee and adopted by both the city and township as a guide for development for the next 20 years.

The plan has eight goals, 51 strategies and 198 objectives.

Since the plan was adopted, the city and township have created an Implementation Task Force with three sub-committees and moved to hire a consultant to work with zoning and land use regulations.

The project manager will be asked to assist the task force in setting implementation priorities for strategies and objectives; initiate and develop work plans; develop timelines, monitor activities and measure outcomes. The manager will provide administrative support to the task force.

Strong oral and written communication skills along with the ability to plan, organize, implement and assess elements of the project are among the position requirements.

A baccalaureate degree is required and five years of project and/or community events management is desirable. Knowledge of the community planning process and an understanding of land use planning are desirable.

A part-time position, the compensation will be commensurate with experience.

An ad describing the position will be published in the Dayton Daily News, the Centerville-Bellbrook Times and in newspapers in Columbus and Cincinnati. It will also be posted on the project’s Web site, createthevision.org, as well as on the city ( ---) and township ( ---) Web sites.

Deadline for filing applications is February 18.



Project Manager (Part-Time)

The City of Centerville and Washington Township (Montgomery County, Ohio) make up a suburban community of 50,000 that has recently completed a joint comprehensive community plan called Create the Vision.

The project manager will assist the task force in setting priorities for strategies and objectives; develop timelines and measure outcomes; provide administrative support to three task force committees; act as liaison with consultants; and coordinate meetings of the task force including logistics, agenda preparation, supporting materials and minutes.

Knowledge of the community planning process, an understanding of land use planning, five years of project and/or community events management experience and strong writing and communication skills is desirable. A baccalaureate degree is required and compensation will be commensurate with experience. The position is part-time, 20-30 hours a week.

Project Manager
Create the Vision Implementation Task Force

The City of Centerville and Washington Township will hire a project manager to work with a citizen’s task force to implement the Community Plan adopted following a 17-month planning process, Create the Vision.

Under general direction, the project manager will coordinate Community Plan initiatives among all public bodies within Centerville/Washington Township. While the project manager will work with the Implementation Task Force, the manager will report to an executive committee consisting of two elected officials, the city manager and the township administrator and a member of the Implementation Task Force. Both the search and performance of the project manager will be monitored by the executive committee. The committee will meet quarterly, or as needed, to monitor progress. Depending on where the project manager’s office is located, day-to-day supervision will be provided by the city manager or township administrator.

The position calls for a dynamic person, an experienced manager with highly developed inter-personal skills, a networker and a self-starter who can work independently. The person hired will have strong writing and communication skills. The project manager will be expected to perform well in a high-profile position.

Assuming concurrence by the city and township, help wanted ads will be published in the Dayton Daily News and the Centerville-Bellbrook Times for two weeks and in the Cincinnati Enquirer and Columbus Dispatch for one week beginning January 30. Deadline for applications is February 18. Applicants will be asked to provide a one-page response to a few questions designed to demonstrate familiarity with community planning, development, zoning and land use, Centerville and Washington Township and Create the Vision.

The timeline calls for a preliminary review of the applications to produce eight to 12 semi-finalists for review by the executive committee. Preliminary interviews will be held with three to five candidates, finalists will be interview by the task force and a decision made during March. The project manager will take office as soon as possible after the appointment is made.

Position Description

  • Assists the Create the Vision Implementation Task Force in setting implementation priorities for strategies and objectives.
  • Initiates and develops work plans and methods that support Community Plan strategies.
  • Develops timelines, monitors the completion of strategies and objectives, and measures outcomes when appropriate.
  • Helps identify and contact parties within public and private agencies who can assist in accomplishing selected tasks.
  • Completes tasks that directly support Community Plan strategies.
  • Assists in establishing new committees described in the Community Plan.
  • Provides regular status reports to the Create the Vision Implementation Task Force, City Council and Township Trustees.
  • Provides administrative support to Task Force subcommittees.
  • Coordinates meetings of the Implementation Task Force including logistics, agenda preparation, supporting materials and meeting minutes.
  • Assists Implementation Task Force members with internal updates and communications.
  • Provides information and assistance to further public relations efforts.
  • Develops and administers a speakers’ bureau to communicate with community groups.
  • Acts as a liaison with consultants.
  • Identifies implementation issues as they arise and recommends solutions to address them.
  • Performs other duties as assigned
Position Requirements

  • Project management skills, including the ability to plan, organize, implement, and assess.
  • Strong oral and written communication skills.
  • Ability to think strategically, to make reasoned decisions, and to work effectively with the public and with a variety of governmental entities.
  • Ability to follow the Community Plan’s implementation through the next three to five years.
  • Ability to identify community needs and recommend additions to the plan.
  • Ability to organize multiple tasks.
Required Experience/Degree

  • Baccalaureate degree is required. Five years of project and/or community events management experience, is desirable. Project management certification is desirable.
  • An understanding of land use planning is desirable.
  • Computer skills should include word processing and spreadsheet or data base programs.
  • Knowledge of the community planning process is helpful and desirable.
Essential Functions of the Position

Essential functions of the position of Project Manager include the ability to safely and effectively:
  • Communicate with government agencies and staff, in addition to the public, via the telephone and in person.
  • Attend meetings at a variety of community locations.
  • Write and edit reports and correspondence.
  • Read and understand written instructions and reports.
  • Use a personal computer to generate reports and correspondence.
  • Perform mathematical computations related to project management responsibilities.
  • Create and update files.
