Task Force Hears Consultant’s Draft Plan
For Revision of Zoning Regulations



Members of Create the Vision’s Implementation Task Force reviewed a consultant’s draft plan for revising development regulations in the City of Centerville and Washington Township during a meeting at the Township Government Center November 17.

The consultants — ACP Visioning and Planning of Columbus — will present their report to the Task Force at a December 8 meeting at Fire Headquarters, 8320 McEwen Road. The meeting will begin at 7 p.m.

Centerville and Washington Township are at different stages in their development. The city is maturing and the emphasis is on providing regulations that govern the conservation of residential neighborhoods, redevelopment of aging commercial areas and infilling undeveloped areas where compatibility are primary issues. The Township is generally growing and the greatest development pressure is occurring in the greenfield areas.

Recommendations for both the City and the township were similar. They included reorganizing the code for easier reference, replacing text with tables and illustrations, documenting administrative roles and responsibilities, coordinating application review process, updating existing standards and language, and focusing on development standards and performance criteria.

In specific recommendations for the City, consultants said the zoning code and the subdivision regulations would serve the community better if they were combined into one document as a Unified Development Ordinance. They also recommended the city emphasize mixed use and planned districts for infill developments.

For the Township, consultants recommended an emphasis on conservation zoning districts for greenfield development, an inventory of natural resources, the addition of mixed use, planned districts for redevelopment of commercial areas, and involving Montgomery County officials early in the development review process.

Based on the consultant’s recommendations for the revisions, the cost to the City would be between $75,000 and $95,000, depending on how much of the work could be done by staff. In the Township, the cost would be between $68,000 and $76,000. The work in the City and the Township would be done simultaneously and would take eight-to-12 months to accomplish.
